Sounds like the kid in the red pants was bothering the other guy's dog, and tried to deny it even though the guy saw him do it. I gather they have not been the best neighbors since they moved in, and the yelling dude is tired of it.

The kid on the bike spit on the guys dog right infront of him! Threw his bike down an ran home an he lives like 150ft away hence the title stupid people.
