It's probably a lure to get little children to talk to him so he can molest them. I'm sorry, but I just got hysterical thinking about how utterly odd that was to say. I guess dealing with perverts for the last thirty years has jaded me somewhat. Seriously though, child molesters often use a puppy, balloons, toys, birds, snakes, etc. as lures to get unsuspecting kids. It's sad...but my first thought was that this guy was up to no good...he's probably just a drunk hobo. God I'm cynical.  |
