lol, oh my. I wonder what was his first clue...I don't know about these things but, the truck looked a little wonky on the back of there to begin with.

...the truck looked a little wonky on the back of there to begin with...
He was towing a car that was parked with the wheels turned to the curb. Probably for parking enforcement. Without the keys in the ignition, the steering lock prevents the wheels from being straightened.
