Normally that would be true, however many behavioural traits that are common in more pure breeds (and wolves) have been diluted through years of domestication and questionable breeding practices. Among trainers a "waging tail" can as easily be interpreted as being playful, as it could be interpreted as anxiety.

There are no universal truths for dogs, just commonalities. And even then, false flags are common. You only really know a dog if you've spent a lot of time with it.

This is why I can get worried when I bring my dog, or my niece/nephews around unfamiliar dogs. A playful looking dog can take a nose right off a face in no time.

To be clear, you could be absolutely right in this case. I'm just saying this for the sake of clarity.
