A panting cat usually only happens under extreme stress or heat, or both. I can see a fan on in the background, so it's probably a bit warm where they are, but that cat isn't showing typical signs of stress. Wonder if it grew up around dogs...

Those Tuxedo cats are actually quite intelligent and playful. I have one named Peanut that's mute, but still silently meows.
