Kenmore Man Convicted of Half-sister's Murder

A King County jury convicted David Haggard of second-degree murder in October 2022 in the death of his half-sister, Jamie Haggard, 27, who disappeared from their shared home in Kenmore, Washington, in June 2016, and he was sentenced to 15 years in prison.

David, then in his mid-40s, and Jamie, the mother of twin daughters, lived with roommates including David's girlfriend and another housemate. Both had histories of heroin and methamphetamine use, and Jamie reportedly sold prescription pills to support her addiction. Their relationship was volatile and contentious, with prior physical altercations. David had previously beaten and threatened Jamie, and she repeatedly told her boyfriend and others that she feared he would kill her. The motive centered on conflicts over living arrangements, perceived thefts and drug-fueled disputes, rather than a single clear financial or other external reason.

On or about June 9, 2016, Jamie returned to the home to retrieve belongings or address the living situation after recent arguments. In one alleged incident, David knocked her unconscious and later sent a housemate a photo of her tied up in a bathtub. She was never seen alive again. Prosecutors alleged David killed her through "homicidal violence," dismembered her body, partially burned the remains and placed them in a suitcase with a partially burned red sheet matching bedding from the home. The suitcase was dumped near State Route 522 and Downes Road near Maltby in Snohomish County.

Jamie was reported missing by family around June 17 after days without contact. Her phone and credit cards showed no further legitimate use. Searches of the Kenmore property, including repeated yard excavations and a July 2016 search, found burn areas and other indicators but no body. Post-disappearance actions included filling a hole on the property and using Jamie's phone to send texts impersonating her, including messages to family intended to reduce concern about her absence.

Around May 9-10, 2018, a roadside cleanup crew found the suitcase containing partially burned, dismembered remains. DNA identified them as Jamie's. Evidence included the red sheet and matching bedding, phone records, statements about assaults and threats, and GPS data from a stolen vehicle linked to David that showed travel near the dump site on or about June 14, 2016. Investigators also linked an unrelated arson involving burning equipment to efforts to destroy fingerprints or other evidence.

During police questioning, David admitted possessing Jamie's phone and sending texts from it, and said she was "causing so much trouble." Other inconsistencies included the impersonation texts, denials of harm when police responded to the tied-up photo incident, which Jamie herself initially denied, and later claims that reported sightings of Jamie were "not possible."

David was charged with second-degree murder in October 2019 while already in custody on unrelated arson and burglary matters stemming from 2016. His conviction followed a multi-week trial. On December 9, 2022, he received 15 years in prison, within the standard range of roughly 13.75 to 22 years, though prosecutors had sought the high end. He also received 3 years of community custody with drug and alcohol evaluation and treatment requirements. He maintained his innocence at sentencing.
