Maybe there were drug paraphernalia in the car, or most likely the family of this man when notified, told the authorities that he had a drug problem.

Those 2 men watching might be his brother, and father. The OP, I'm guessing when found this content is just simply posting the information that was included.

Because he ended his own life.
People don't generally end their lives when they have a good future to look forward to. Especially when coping with issues like addiction and poverty. I've been there myself. (I occasionally still struggle with feeling like I have no future, due to a serious health issues and other things)
Regarding your other comment, the OP wasn't just guessing about the drugs, there would have been toxicology reports, other signs like IV needle marks, information provided by family, or paraphernalia found. It's not hard to figure out if someone was using.
