ℹ️ The United States is stepping up personal military consultations with Ukraine, sending a three-star general to Kyiv who will spend considerable time there. American and Ukrainian officers say they hope to work out the details of the new strategy next month during a series of military exercises planned for Wiesbaden, Germany.

ℹ️ The Americans are pushing for a conservative strategy that focuses on holding territory controlled by Ukraine and building up reserves and forces over the next year. The Ukrainians, on the other hand, want to go on the offensive, either on the ground or with the help of strikes in the rear, hoping to attract the attention of the world community.

ℹ️ The stakes are huge. US officials say that without a new strategy and additional funding, Ukraine may lose the war. Administration officials claim that Putin is betting on a reduction in American support.

ℹ️ Many Ukrainian leaders do not realize the risk of further funding of military aid from the US. Ukrainian generals and senior civilian officials have unrealistic expectations of what the United States can actually deliver.

ℹ️ The Americans want Ukraine to create a sufficiently real threat to the enemy over the next year so that Russia can consider participating in meaningful negotiations at the end of next year or in 2025.

ℹ️ Ukrainian officials are studying strategies based on successful deep strikes in Crimea last fall. They are looking for creative ways to throw Russia off balance with attacks on defense factories, weapons depots, and railroads. One Ukrainian former senior military official declined to discuss details, but said the new plan was being finalized and was "very bold."

ℹ️ US officials say that without a change in strategy, 2024 could be like 1916, the deadliest year of World War I, when thousands of young men died and the front lines changed very little.

ℹ️ The counteroffensive of 2023 was built on reformatting the Ukrainian army on the example of the American one. It was an approach that the United States had tried in Vietnam, Iraq and Afghanistan, critics said, and it had largely failed.

ℹ️ But there are also signs of compromise. The Americans said they are open to some new ideas from Ukraine. It is said that Ukraine's deep strikes in Crimea this fall proved critical for Russia and became a bright spot against the background of the failed counteroffensive. American strategists believe that the Ukrainians can build on this success next year, even if much of their energy will be spent on rebuilding their forces.

ℹ️ Gen. Christopher G. Cavoli, the commander in chief of US forces in Europe, is playing an increasing role in coordinating with Ukrainian officials.

ℹ️ The United States and its allies have spent millions of dollars sending tanks and other armored vehicles to Ukraine and training newly created units. But, despite Ukraine's efforts in the summer and autumn, Russian troops still hold almost 20% of the country's territory.

ℹ️ For three months, the US military and its allies taught nine brigades, 36,000 Ukrainian soldiers, the basics of maneuver warfare. The theory put forward by American strategists was that only a large body of troops could break through the Russian positions.

ℹ️ American and Ukrainian strategists initially did not realize how much the Russians had strengthened their defenses. Ukrainian troops training in Germany practiced breaking through a defense much less robust than the one they had to face.

ℹ️ Ukrainian military leaders said they considered American expectations unrealistic, especially given the fact that they had no air force to cover their ground units.

There are many reasons why the counteroffensive failed, but there is some truth in Ukrainian criticism . There has been a kind of inflation of collective expectations, said Eric Chiaramella , a research fellow at the Carnegie Endowment for International Peace."

ℹ️ Recently, the Russians have been attacking with some success. Ukraine is facing some difficulties, especially on the northern flank, and some of the gains made in the spring and summer have been lost (map 1)

ℹ️ The situation looked promising for a while in the summer. From the northern side, the Ukrainians reached Berkhivka and advanced in the direction of Yagidny. From the south, the Ukrainians reached Klishchiivka. 12 kilometers of the Donets-Donbas canal were cleared of the enemy (map 2)

ℹ️ However, in August, the Russians began to advance on the northern flank. Ukraine withdrew from Berkhivka, and the situation became static. The southern flank also slowed down. In the fall, Ukraine released Klishchiivka and Andriivka, but no further success was achieved.

ℹ️ Now the Russians launched a series of attacks. They got onto the Khromov road (O0506) and are trying to continue moving in the direction of Bohdanivka. The fighting continues on the same fields where in the spring Ukraine stopped the Russian encirclement of Bakhmut (map 3)

ℹ️ The situation is complicated, but the recent successes of the Russians do not significantly change the overall picture. Maintenance of the road to Khromovo is no longer critically important, since Ukraine has not had any presence in Bakhmut since May. Exchanging a few kilometers for better positions may be justified.

ℹ️ The Russians also attacked in the Klishchiivka area. According to the Russians, they managed to recapture the fortifications near the village. However, so far there has been no geolocation confirmation of this. Ukrainians continue to maintain the village.

ℹ️ If the Russians succeed in recapturing Klishchiivka, Ukrainian operations east of the village of Andriivka will be in jeopardy. However, an immediate collapse is not foreseen, and the Russians show no signs of being capable of major breakthroughs on either side of the Bakhmut.

ℹ️ Ukraine is capable of continuing an organized defense, but, most likely, there will be no major offensive operations in the Bakhmut region for some time. Small-scale infantry operations are likely to continue, however, and the Russians' recent gains may be called into question in the coming weeks."
