That couldn't be possible because mortars have a security trigger that only engage the explosive after it is airborne, that seems to have blown up way too quickly, a faulty bomb maybe.
The standard RPG-7 rocket, incredibly, just has an impact fuse. There is a video somewhere of an insurgent running across the road with an RPG-7 and trips over. Warhead hits the kerb and BANG!
