Ukraine also has armed Antifa groups, it's just that the fascist ones have been arming themselves for quite a time now.
Same with Russia, both the nations have had a extensive history with ultra nationalists and militant fascist groups.
It's just what they do.
In alot cases these two nations have produced organizations that literally fight one another for whatever "National cause" they're serving.
