I think Putin will have a hard time matching that offer. Even if he COULD find enough gigantic bags to hold the Russian money he was going to give them. Easier to just accept the debit card with a $45,000 U.S. Dollar balance.
The Ukrainians will also give them land and let them move to Ukraine, since they have huge amounts of vacant land available.

Where does the Ukrainian government find 45k per defector? That’s a dumb govt, instead of using money to fund its military while under attack, it gives it away to the enemy.

There is a reason that land is vacant: no water supply, no electricity, possibly Chernobylized….

To answer the question asked about arming civilians: if civilians take up arms against a regular military that is dressed in uniform then that army or military force considers them to be “partisans” in old terminology or “enemy combatants” these days and thus lose protections under international laws regarding use of armed forces ie: “Geneva Conventions”.
By distributing weapons to the population the government of Ukraine GUARANTEED their likely death, likely to increase the casualties and win the propaganda war.
Simply by distributing the weapons in such a manner would be looked at as a possible War Crime because they surely knew this information as it’s WELL KNOWN in all military circles and diplomatic missions.

Fucking quote didn’t work right. If the civilians are wearing something as simple as a colored armband that signifies they’re part of the armed forces, they’re considered lawful combatants under the Geneva conventions.
