TV channel "Dozhd" came to the meeting of the Latvian National Broadcasting Council without an interpreter and wanted the meeting to be conducted in Russian.

After the meeting it was announced that broadcasting of the Russian opposition TV channel "Dozhd" will be stopped not only in Latvia, but also in Lithuania. The regulator explained that the license gave the TV channel the right to distribute content in the EU countries, Russia and the United States, but from December 8, the TV channel will not be able to broadcast.

European Commission President Ursula von der Leyen announced the ninth package of sanctions against Russia.

The most important thing:

- almost 200 more individuals and legal entities were added;
- 3 more Russian banks under sanctions;
- restriction of Russia's access to UAVs through potential suppliers from third countries (Iran);
- new export control measures, in particular with regard to dual-use goods;
- removal of four more propaganda channels from the air.

Does anyone know of an easy way to add English subtitles to a video? Is there a free, relatively simple way to do it?

There are bots on twitter that will add the subtitles to watch on Twitter... but there's no way to download them with the subtitles.

I thought about screen recording them... but that's a lot of steps I was hoping to avoid.

i tried that a while ago, got terrible results. couldn't find clean enough audio to translate. veed.io or maybe another. also my internet is slow and download->upload->download->upload wasnt working for me lol
