I get that, but what if i am a sympathiser I use my card to pay the bill i send the equipent to ukraine the russains log in and start using it. how is he going to know if its ukranians using it or russians? they could be using it close to the front line in which case it would be impossible to tell. there is always a way around these things we know this for sure.
