Awful lot of flames for empty oil storage tanks. But they are not lying. By the time the fires are done, they WILL be empty.

i am fairly certain that is chemical retardant, AFFF, aqueous film forming foam, not pure water. it is a chemical mixed with water, and used on class B fires.
