Anyone know why the guys torch seems to flash like that? Is it to save battery or something or is it just the camera refresh rate syncing with the led bulb?

Probably wrong, but at first thought it was a dazzling effect to disorient the occupiers.

IMO, A flashing light is easier to spot or draws more attention than a fixed light beam, so on that principle alone I don't think that a blinking flashlight is a good idea to go hunting with.

I would say that it's a led compensator of some kind as there's not really much point in trying to disorient your target when they can hear you coming.

i think the flashing is just an interaction between the LED light, which is flashing too fast to notice, in order to save power, and the frame rate of the camera. in the same way supercars' headlights would flash sometimes on Top Gear.
