This arty is as accurate as it gets for a non-GPS shells. Especially the first shot. Usually, the first shot into a new target is inaccurate and used for calibration. Here, the first shot is within lethal range, so, the fire is considered effective. All the subsequent shells are in lethal range too and considered an effective fire.
Depending on the warhead, arty can kill you even if the shell lands 100 meters away from you.
