I don’t understand one thing. How come Ukrainian Defense ministry is so boastful and so vocal about the counter offensive and expects the enemy not to get prepared for it. Bragging about the upcoming counteroffensive would be the last thing I would do if I planned an effective attack.

This is the 21st century. The age of surprise attacks is over. The Russians know about the counter-offensive anyways. Boasting about it serves 2 purposes.
1) It motivates Ukrainians and raises their morale. I.e We are no longer only defending and taking punishment...we are about to return some punishment to the invader.
2) It motivates Russians to surrender, leave their positions and not to join the contract army in the first place.

If you know that a large attack is coming your way, and you know that your line of the frontline is understaffed compared to the incoming 50 000 troops, then...why bother holding down the frontline for an extra 10 minutes and waste your life.
