Hard to say.

My first thoughts were the Chechen Kadyrovites trying to instill terror, but Ukrainians trying to vilify the Russian/Chechen side and garner more international support is possible. Either way it's clearly bs. There isn't a part of this that is unimpeachable.

I tend more to a fake clip. Not the first one, I also remember a 2014 vid of two hanged pro-russians, which was also clearly faked. When you look at real footage from iran etc, you'll see that it looks different: The suspension point is not the neck, but somewhere behind the back/shoulders
