Investigators have confirmed that the Russian army's terror against civilians is premeditated

The carnage that Russian troops unleashed on the road to Kyiv at the start of Russia's full-scale invasion of Ukraine was not the random brutality of individual soldiers, officers or units. It was "strategic brutality" designed by fear to make any resistance impossible. This was the conclusion reached by a joint investigation by the Associated Press news agency and the "Frontline" program, which airs on the PBS channel.
