I know Russians has this type of munition. Some of them, for example, in the 9M55K1 rocket projectile for the 300 mm Smerch multiple launch rocket system, are actually equipped with parachutes in order for the projectile to "scatter" separate sub-munitions, each of which has its own individual targeting, for example, a primitive thermal head , which should respond to the heat of armored vehicles. Rus used it during this conflict already. And they have used it in Syria as well
