i can understnd that sentiment. but when do mercenaries become, er i dont know the legal terms to express this idea with regards to soldiering, like freiwillige in WW2? whats the difference between soldiers born in a different country acting as volunteers and mercenaries? and when do they become partisans?

Mercs are a group paid by one nation to come fight for them, their entirely there for money, hence a popular Wagner slogan "I don't believe in anything I'm just here for the violence."
Then you have partisans, People who are just pissed so they go kill opposing soldiers,
People who sit back and say: Man, that's fucked up over there, imma go fight for them. -Volunteers.
