Well It stands for Center for Information and Psychological Operations. TsIPSO is a center created in 2004 by representatives of the Special Operations Forces of Ukraine, but it became vast and active only since 2014 aimed at inciting hatred towards everything Russian. He's saying that we are pulling Russian forces from Kharkiv oblast for "the special operation to liberate Donbas". Which is Russian speak for "We're retreating from Kharkiv because we're getting our asses kicked there".
