Well it's a river, Not all parts are calm, and most can get pretty wide.
I couldn't imagine swimming it with both my feet intact, Swimming with jackets, BDUs and what not sucks as is. My guess is they shot him.

In the River it’s harder, but in the ocean I can easily swim without using my legs. Another thing is how much blood that person lost, maybe at that point he barely could breath leave alone moving or swimming
