Id say thats a sign of weakness, not strength.
If they have to waste ICBM's for close range attacks then they are probably running low on hypersonic weapons like their Kinjal or other, more suitable missiles.

the IC in ICBM means inter continental. Using missiles with 5000+ km range to attack across the border is kind of stupid.
As of now, its not yet verified if those were ICBM's though.

Putin acting like a toddler trying to terrorize the public. The military has been aware of Russia's ICBMs for a good 70 years now. Not significant in any way, rather a demonstrative strike to scare people who don't know any better
