Throwing money at the Ukrainian soldiers for surrendering isn't really anything special. It's insignificant both ways, either if its true...or if its a lie.
The camera work and quality seems to suggest that the primary goal of that video is to show the local population that RU military doesn't want to kill Ukrainians and they want to "treat them well".
I.e its a propaganda video. Whether there is actually any truth behind it or not, i dont know.
If ukrainians do take the money and surrender, then nothing stops the Russians from taking the money back from the prisoners. Actually, thats almost 100% guaranteed to happen at some point. If the army unit that captures the surrendering prisoners allows the prisoners to keep the money, then the next soldiers/prison guards down the line won't....for sure.
There is no chance for a Ukrainian prisoner to walk around a POW camp with a wad of cash and not have guards take it from them. Even regular Russian soldiers would likely be robbed of their cash if they had some lying around.
