NATO is a threat. And NATO is not only Europe, but USA as well, as we all know. If Russia had equivalent to NATO in Mexico and other northern Latin countries you would be stupid to think that US will keep silence.. Also, Russians need nukes in Cuba, for example, too and not only in Kaliningrad.

Russian state controlled media allows things like this to air so they can gauge citizens' reactions. Same deal with the opposite with highly aggressive actions. This is how they figure out what Russians are thinking. Well documented and known.
