It's not uncommon for Russians to be rocking multi cam.
Or DPR, in fact the DPR don't really seem to have a standard I've seen several of them wearing blue digi's.
As far as not wearing insignia, nothing's required except a identification band which both sides have changed as soon as the wind blows.

Russian is wearing a standard Russian non-digitized pattern that we've seen a million times in here. Ukrainian is wearing a version of Multicam.

Not "having stuff" on the uniform means literally nothing. A ton of these guys, especially LNR/DNR, were quickly mobilized and have very standard gear that had been sitting in warehouses for years waiting for a body. Also when people are captured, you take stuff off of them so they can't hide anything and use it later when no one is looking.... Some Ukranians even go through the trouble of cutting all of their pockets.

They actually do look like the same tho.
