Russia doesn't have that obstacle. The world hates them. Plus, Russian military doctorine is still one leg in cold war mode, if a city fights you too much, raze it to the ground with artillery and plant a flag in the ruins. That's how Russia does things, I'm not going to run down that massive pre-Ukraine laundry list for you, one of them is recently in Syria and the most notable being Grozny.

Also Russia's weapons are more inaccurate than modern western ones which are becoming a larger component of what Ukraine is using. Without this, more stuff gets hit which wasn't meant to get hit. That's a double whammy - this combined with Russia's reckless tactics and desire to intimidate Ukranians to pressure the government to quit, or to leave the country seeking safety - thus removing them from the theater - is what makes Russia a far larger offender in the realm of collateral damage, civilian deaths (intentional and unintentional) and other war crimes.

Your logic don’t work because for one they been shelling Donbas for years and west didn’t give a damn and they deff wouldn’t give a damn now because they are so United that Ukr can get away with pretty much anything from keeping silence when Ukr ambassador trashing Sholc all the way to bombing civilians. That’s a good question. Previous 8 years it could be just to have a fun mix with the hate ( because I’ve seen some social pages where they bragged about it) but honestly I have no idea. And again I said this before I don’t believe regular army was doing that, I think that would be battalions such as Aidar Azov etc.
Nowadays maybe due to hate, maybe to force LDNR guys to quite fighting , maybe because they want to pay back or maybe they just don’t think of them as Ukrainians rather enemy’s mothers, fathers, kids. Reminds me of 600.000 ( if I’m not mistaken) civilian death from carpet bombings of Japanese cities during WW2
