All of this could have been taken care of, with one very very small, nuclear device. Delivery could have been hypersonic just to prove a point.

How many deaths? With a very small yield, high enough detonation not to mention a military base with a lot of space surround it. A few hundred at most. They could have chosen the AZOV headquarters.

Maybe 5 more of those so maximum is 5000 dead soldiers and 200 civilians max. The whole country is intact. Not much CO2 (also needed to rebuild the country btw).
