Looks like they are targeting someone on the roof (probably a sniper) so are filling the floor below with a shitload of fire to stop them escaping through the building. The Peshmerga SOF are trained and equipped by allied elite units such as British SAS, SBS, and US Army Rangers. They looked well disciplined so I'm sure they weren't just doing target practice on the air conditioning system.
