So, my guess is they were shot on two different cameras. The one showing the sniper is obviously shot on some kind of dslr (hence the defocus) and the kills are most likely shot with some shitty camcorder with a fixed zoom lens.

This. The killcams look authentic and all the footage of the snipers themselves is obvious "after the fact"-footage. Much like how you get re-enactments in documentaries.
