They are called *****/Konkur, I believe older soviet stuff (just like thier guns) The spinning is just how the missile moves, it has an infrared flare in its tail pointing backwards to the fire control unit. The fire control unit is essentially a machine vision system that sees

in the US we have a 20 million dollar advanced fighter with a pilot who needed an engineering degree, all to drop a bomb on enemy forces, having a satelite to guide him in and a tanker plane giving him gas to an from the target from a big airbase....or fly a 5000 dollar drone with a 100 dollar bomb and do the same or better to an enemy...
