As I understand it, it is an intentional feature that makes the weapon difficult (if not impossible) to shoot down in flight.

A straight linear flight would make missile defense a much simpler matter.

Needs more shrapnel. Most of the crowd ran away. I would hazard to guess the missile is shaped charge optimized for armor penetration, not anti personnel, but I am no TOW RKI.
