Nagorno Karabach is a former USSR oblast, department in the azerbaijan former Sovjet state ( now a country ). there have been a majority of Armenians in N.K. perhaps since times...
The Iron curtain was suddenly gone and borders had to be set. Maybe not smartly done here, and this is another similarity with the ex-Yugoslavia Croatia/ Serbia conflict.

The younger ones here will remember the Armenian genocide, about 1912, so with that horror in mind Armenia will not trust a fabricated take over by Az. Ethnic groups are moved by war, hunger, drought or internal suppression.
It is rumoured that the Turks (Ottomans) decimated the Az's, so some fled. that might be the reason why lots of Az. are located in the mountainous N.K.
The sovjets have moved lots of folks around, but in this case they seem to let them be. The tzar N. had many things on his mind.
