This is part of the delusion that is ISIS. You never use tracers for sniping but it could be because they have been depleted on supplies like ammunition. They aren't meant for precision and what happened to the lucky bastard on the hill is that the tracer burned off the back of the round and hit him. The projectile more than likely went over his head.

Why the hell would a sniper use tracer rounds, it defeats the purpose of being an incognito sniper, Muslims are quite dull.  |

I was gonna say the same thing but I figured I'd check and see if someone else was on the same page as me or not. Yes, using tracers is pretty stupid if you want to keep being an invisible force to be reckoned with.
