Looked like a bunch of steal studs, you use little self tapping (threading) screws to piece them together.

Looks like its some scaffolding for construction with tarps hung on the outside for wind/rain protection. Wind caught inbetween the wall and the tarp and ripped everything apart.

They use bamboo scaffolds over there...... Safety isn't a consideration.
