Apartment Block Collapses, Killing at Least 2 People, Had 3 Illegal Floors
The top three floors of an eight-storey building that collapsed in Istanbul, killing at least two people and trapping others, were built illegally, the local Governor told. The collapse took place about 4:00pm local time on Wednesday on the Asian side of Istanbul in the mostly residential Kartal district of Turkey. CCTV footage shows several people, including schoolchildren with backpacks, running away from the site as the building tumbled down and a cloud of dust engulfed the area. Istanbul Governor Ali Yerlikaya said the building, which houses 43 people in 14 apartments, was only meant to be five storeys tall. He added that a textile workshop on the ground floor was operating without a licence. Former prime minister Binali Yildirim told reporters at the site that six people were pulled out of the rubble alive and rescuers had made contact with four others still inside the wreckage. It was not immediately clear how many other people were believed to be trapped in the wreckage. The chief prosecutor's office said it launched an investigation into the collapse of the 27-year-old building. Mr Yildirim said neighbouring buildings had been evacuated as a precaution in case they were also damaged. After the collapse, authorities sealed off the area as crowds gathered to watch or help with the rescue operation. Turkey's broadcasting watchdog later announced the prosecutor's office had ordered a media blackout, citing the investigation into the collapse. Turkish television stations then immediately ended their live broadcasts from the scene. |

sure, yeah, lets avert attention from the rubble and deaths by noting the textile workshop's no-license, and pulling the media out of there, to create the great environment notion that Turkey has.

I understand that in Turkey, they don't start taxing the building until it is completed, which means that they always leave the top floor unfinished to avoid taxes. Or, in this case, keep construction going for as long as you can.
