The Murder of Dilcia Mejia: Crime Scene Photos
Background Dilcia Mejia, 16, attended Miami Beach High School and lived with her mother, Delcia Oliva, and stepfather, Raul Mata, at Colonial Acres mobile home park, 9674 NW 10th Ave. in northwest Miami-Dade. She was Oliva's only child. Her parents emigrated from Honduras in the 1980s; Dilcia was born and raised in the United States. The release uses the name Delcia, but the victim's name was Dilcia. Delcia was her mother's name. A few days before her death, two girls attacked Dilcia at school. All three were suspended under the school's zero-tolerance policy. Detectives ruled out a connection between the fight and her killing. The 2020 arrest affidavit alleged that Dilcia and Mata had a strained relationship and that she had told a school counselor about inappropriate comments and sexual advances by Mata. The counselor was preparing to tell Oliva about the advances. What happened Oliva last saw Dilcia alive at about 11 p.m. on Sept. 16, 2004, watching television at home. Oliva left for work at 5:30 a.m. the next morning without checking on her. Mata left at about 7:45 a.m. and returned at 9:18 a.m. Mata called 911 and reported finding Dilcia dead. Officers responding to a call about an unresponsive female met Mata, who directed them to her bedroom. Her throat had been cut. She had turned 16 five days earlier. There were no signs of forced entry. The home had not been ransacked, and nothing had been taken. The Miami-Dade Medical Examiner's Office ruled the death a homicide. The investigation Officers observed scratches and bruises on Mata's left forearm and inner bicep, along with swelling in his right thumb. Mata attributed the injuries to falling into Dilcia's dresser in panic while calling 911. He repeatedly denied involvement but acknowledged that they did not get along. The murder weapon was never recovered. No arrest followed, and the case went cold. Mata and Oliva separated. He moved to Watsonville, California, remarried and had a child. He worked as a nurse at Watsonville Community Hospital. On Oct. 1, 2015, Oliva publicly appealed for information. Robert Miller, the original detective, remained involved in the investigation. Mata remained a suspect. Additional items were undergoing DNA testing, and a reward of up to $3,000 was available. An anonymous tip in early 2020 led Miami-Dade's Cold Case Unit to reopen the case. In May, investigators requested retesting of fingernail clippings collected during Dilcia's autopsy. The testing found Mata's DNA. The testing method had not been available in 2004. Miami-Dade's Forensic Services Bureau, Homicide Bureau and Cold Case Unit worked on the evidence. Miami-Dade investigators began tracking Mata in May with assistance from Watsonville police. At about 7 p.m. on Sept. 21, 2020, officers arrested him at the Hotel Paradox in Santa Cruz, California. He was vacationing with his wife and three children. Watsonville and Santa Cruz police assisted with the arrest. Mata was 46. Charges and outcome Mata was charged with first-degree murder with a deadly weapon. He was held without bail at Santa Cruz County Jail awaiting extradition to Miami, with a California hold on suspicion of being a fugitive from justice. He had not entered a plea, and his next court appearance was scheduled for Oct. 5, 2020. On Sept. 28, 2020, Mata severed his femoral artery in jail. He remained hospitalized and died in October 2020 from hemorrhagic shock caused by the self-inflicted injury. The case never went to trial. His wife publicly maintained his innocence. This thread holds one document containing the case file and reports and 558 crime-scene photos, released through a public-records request. It also holds three photos of the people and places in the case. The redactions made were applied to the files before being released to us, they were not applied by me.
