More Info on PC Gordon Semple's Day Leading Up to Murder?

Dear DR community,
I was looking into the killing of police constable Gordon Semple by the hand of my compatriot Stefano Brizzi. I found numerous "mainstream" sources covering the event, ranging from Telegraph articles to a Vice report. I also had a look at this very forum and read everything that Tinah managed to gather (https://www.documentingreality.com/f...murder-168940/). However, I still haven't been able to find any satisfying account of the events leading up to PC Semple showing up to Stefano's flat for "sleazy" Grindr sex. Specifically, I'm puzzled by the fact that most reports state that Mr. Semple was in service at the time of the encounter. Does that mean that he had his service weapon on him? Also, CCTV footage shows him hanging around Blackfriars tube station before heading to Stefano's flat, in plain clothes. Is any of you aware of what kind of policeman he was? Or why exactly would he be allowed to freely roam around town in plain clothes, taking care of extremely personal matters while on duty? Any insight would be much appreciated. Alternatively, links to websites/databases that could potentially contain the answers I'm looking for would also be of great help. Thank you very much for your time and apologies in advance for any posting-related mistake I may have made.
