Human civilization isn't geared for what the effects of its emissions have finally pushed natural cycles over into the level of this kind of destruction, and it's now pretty much constant somewhere/everywhere. Unfortunately, it's not looking good like we're even gonna have the time and will (thx Cheetojesus) to adjust, since ultimately WE refused to stop or, really even slow it much.

To be fair China has had flooding disasters as long as their ancient history remembers it. Yellow River in particular is a notoriously dangerous river. Arguably the mongol Yuan dynasty collapse was caused by floods, which in turn caused rebellions all over the country.
