Apparently the dam released water and the significance of the siren was unknown to these kids, it happened on the river Indus and the locals were trying to get their attention by clapping  .

I now have read the othe comments and found this was a dam. Still sad that so many lost their lives. Peer influence to do something g that should not be done. No worth risking your life.
