It has a large poor black population, most of the whites had evacuated the area.

A lot of people couldn't or didn't have the means to evacuate, no money, no transportation, no where to go or just didn't believe the warnings, they had heard them so many times before.

It was the most fucked up thing you ever saw, mis managed from the Citizens to the Mayor to the Governor to the President.

Whole parking lots full of School buses parked and flooded for example, because nobody had the sense to release them to get the people out of there.

It and other storms taught me some very, very valuable lessons:

1) Nobody gives a shit about you, you are on your own, be prepared to take care of your family yourself!

2) Always have food and water on hand for 2 weeks. Expect the Government to show up after about 3 days. Maybe.

3) When you are told to evacuate, Do it!

Hurricanes, Tornadoes and Ice Storms have proven this to be true, I've seen the power go out for weeks before, and people fight over water and gasoline.
