The Ferris wheel is in the city of priphyat in the Ukraine its the city that was the community that ran the Chernobyl nuclear power plant that exploded in 1986...
I don't think the one in Pripyat has water around it

I don't think the one in Pripyat has water around it
In the priphyat fair ground the wheel is up against a fence with the rest of the amusements in front of it this area is behind the fence I think...
