"The Tottenham community and Mark Duggan's family and friends need to understand what happened on Thursday evening when Mark lost his life. To understand those facts, we must have calm." Convicted London rioters should loose all benefits.

Responsible department: Department for Work and Pensions

Any persons convicted of criminal acts during the current London riots should have all financial benefits removed. No tax payer should have to contribute to those who have destroyed property, stolen from their community and shown a disregard for the country that provides for them.

Sporadic violence has broken out in several cities around England, although London stayed largely quiet overnight.

There was unrest in cities including Manchester, Salford, Liverpool, Nottingham and Birmingham, with shops being looted and set alight.

Three men died when they were hit by a car in Birmingham - locals claimed they were protecting their neighbourhood.

Greater Manchester Police's assistant chief constable said officers had faced "unprecedented levels of violence".

London Mayor Boris Johnson urged the government to reconsider its plans to cut police numbers, saying the argument had been "substantially weakened" by the riots.

GMP's ACC Garry Shewan said he had seen "the most sickening scenes" of his career, and said the force had been overwhelmed.

Speaking at a press conference on Wednesday morning he said GMP was "absolutely intent" on bringing the rioters to justice and officers were already studying CCTV.

"Hundreds and hundreds of people, we have your image, we have your face, we have your acts of wanton criminality on film. We are coming for you, from today and no matter how long it takes, we will arrest those people responsible," he said.

Some 113 people have been arrested so far over the trouble in Manchester and Salford, where hundreds of youths looted shops and set fire to cars and buildings.

Three dead

In the West Midlands, 109 have been arrested and 23 charged following scenes of disorder in Birmingham, Wolverhampton and West Bromwich - where vehicles were set on fire.

Meanwhile, West Midlands Police have started a murder inquiry after the deaths of the three pedestrians hit by a car.

In Birmingham, riot police surrounded the Mailbox, the city's upmarket shopping centre, following the disturbances seen in the area on Monday night.

In other developments:
  • Canning Circus police station in central Nottingham was firebombed by a male gang on Tuesday evening. Nottinghamshire Police said 90 people had been arrested
  • In Liverpool, Merseyside Police have arrested 50 people in relation to disorder in the city
  • Nine people have been arrested in Gloucester after police officers came under attack from youths throwing stones and bottles from 23:00 BST
  • In Leicester, a group of up to 100 youths attacked shops and threw items at police, with 13 arrests
    In Bristol, police arrested 19 people following a second night of trouble
  • Thames Valley Police made 15 arrests linked to trouble overnight
  • Metropolitan Police have arrested 768 people and charged 105 in connection with the violence in the capital, including a 21-year-old man who was arrested on suspicion of arson with intent to endanger life following a fire which took hold of the Reeves Furniture store in Croydon on Monday night
  • Officers from all eight Scottish Police forces are being sent to help colleagues in the Midlands and North of England deal with rioting and looting
    A 26-year-old man found shot in a car in Croydon, amid rioting in the south London town, has died in hospital
  • Government minister Michael Gove has praised the Met's response to the riots, saying bringing in an extra 10,000 officers helped to prevent further riots from taking place in London
  • Meanwhile, two 18-year-olds in Folkestone, Kent, and a 19-year-old woman in Wakefield have been arrested. A 16-year-old boy in Glasgow was charged with breach of the peace while another man, aged 18, has been arrested. All relate to allegations of inciting violence through internet social networking sites
  • The Independent Police Complaints Commission (IPCC) said on Tuesday that ballistic tests presented "no evidence" that a handgun found at the scene where Mark Duggan, 29, was killed in Tottenham had been fired at officers

Wounded officers

Scotland Yard drafted in special constables and community support officers in London to ensure five times the usual number of officers for a Tuesday - 16,000 - were on duty. They made 81 arrests.

Downing Street said the increased level of policing would remain in place "as long as necessary" to prevent a repeat of the violence.

It said while there was "no complacency," police tactics in London had "clearly worked".

It followed three nights of rioting in the city which saw shops looted, property set alight and police attacked, with some 111 Met officers suffered injuries including serious head and eye wounds, cuts and fractured bones after being attacked by rioters wielding bottles, planks, bricks and even driving cars at them. Five police dogs have also been hurt.

The Met's Deputy Assistant Commissioner, Stephen Kavanagh said London deserved "some resilience and sustainability from police".

'Stand together'

David Cameron, who is chairing a meeting of the cabinet's emergency committee Cobra for the second day running, met officers in the Met Police's Gold command in Lambeth on Tuesday afternoon, before speaking to emergency service personnel in Croydon.

He condemned the "sickening scenes of people looting, vandalising, thieving, robbing".

He told rioters: "You will feel the full force of the law. And if you are old enough to commit these crimes, you are old enough to face the punishment."

Parliament was being recalled on Thursday, which would allow MPs to "stand together in condemnation of these crimes and to stand together in determination to rebuild these communities", he said.

The prime minister returned early from his holiday in Tuscany to discuss the unrest, which first flared on Saturday after a peaceful protest in Tottenham over the fatal shooting of Mark Duggan, 29, by police.

London has seen a wave of "copycat criminal activity" since the initial disturbance, the Met Police said.

DAC Kavanagh said the use of plastic bullets - never before fired to deal with riots in England - would be "considered carefully" in the event of further disorder.

But he added: "That does not mean we are scared of using any tactic."

Acting Commissioner Tim Godwin had earlier ruled out calling in the Army.

Officers believe some rioters have used Blackberry Messenger - a service allowing users to send free real-time messages - to organise violence.

Referring to proposed police cuts, London Mayor Boris Johnson said: "That case was pretty frail and it's been substantially weakened. This is not a time to think about making substantial cuts in police numbers."

Labour leader Ed Miliband called for a "rapid response" from the government to help affected communities.

He urged the government to work with the insurance industry "to put in place fast-track procedures with immediate effect so that individuals and businesses making claims do not have to wait for the money they need to start putting things right".

The Association of British Insurers says the damage is likely to cost insurers "tens of millions of pounds".

Monday's disturbances included:
  • Violence and looting reported across London, including in Hackney, Croydon, Clapham Junction, Peckham, Lewisham, Stratford and Ealing
  • Three people being questioned on suspicion of attempted murder after a police officer was injured by a car in Wembley, north-west London, while trying to stop suspected looters
  • Buildings set alight in several areas, including Croydon where part of the Tramlink service was suspended
  • In Birmingham, 138 people were arrested after scores of youths smashed windows and looted shops in the shopping area
  • West Midlands Police said a police station in Holyhead Road in Handsworth, Birmingham, was set alight
  • Up to 200 youths with masks roamed through Toxteth in Liverpool, while Bristol police said they dealt with outbreaks of disorder involving about 150 people
  • A Nottinghamshire police station was attacked in the St Ann's area and 200 tyres were set alight in the street
  • Police dealt with "small pockets of disorder" in the Chapeltown area of Leeds
  • The Association of British Insurers says the damage is likely to cost insurers "tens of millions of pounds".

Monday's violence started in Hackney, north London, at about 16:20 BST after a man was stopped and searched by police, who found nothing.

Groups of people began attacking officers, wrecking cars with wooden poles and metal bars, and looting shops. Violence then flared separately in other parts of the capital.

Mayor of London Boris Johnson, who also cut short a holiday to return, was heckled by the members of the public while viewing damage in Clapham Junction on Tuesday.

Some people have complained there have been too few police to deal with the violence.

Mr Johnson told those gathered that those responsible for the violence "face punishment they will bitterly, bitterly regret".

However, when challenged to do more for communities, Mr Johnson rejected "economic or social justifications" for the violence.

Violence has broken out for a third consecutive day in London, with riot police deployed and firefighters tackling blazes across the capital.

Shops were looted and buildings set alight as police clashed with youths. The trouble also spread outside London.

Violence first flared on Saturday after a peaceful protest in Tottenham over the fatal shooting of a man by police.

The prime minister is returning early from holiday to chair a meeting of the government's emergency committee Cobra.

David Cameron, who is on holiday in Italy, was due to board a flight on Monday night ahead of a meeting with Home Secretary Theresa May and Acting Metropolitan Police Commissioner Tim Godwin on Tuesday.

A government spokesman said the prime minister has been monitoring the situation on "an hourly basis".

Mounted police

At least 225 people have been arrested and 36 charged following the riots across London over the past three days, Scotland Yard said.

Monday's violence started in Hackney after a man was stopped and searched by police but nothing was found.

The trouble spread outside London on Monday evening and early on Tuesday, with police in riot gear being deployed in Birmingham city centre after scores of youths rampaged through the shopping area, smashing windows and looting from shops.

West Midlands Police also confirmed that a police station in Holyhead Road in Handsworth, Birmingham, was on fire.

There were reports of cars being damaged in Manchester and of up to 200 youths with masks roaming through Toxteth in Liverpool.

Merseyside police said they were dealing with a number of incidents in south Liverpool, including cars being set alight.

Meanwhile:
  • Cars were set on fire in Lewisham
  • A bus and shop were set alight in Peckham
  • Several fires broke out in Croydon, including one at a large furniture shop which spread to neighbouring buildings and tram lines
  • In Hackney 200 riot officers with dogs and mounted police were located around Mare Street where police cars were damaged
  • Looters raided a Debenhams store and a row of shops in Lavender Hill in Clapham
  • In Birmingham, police said officers had made 87 arrests, including six juveniles, on Monday evening
  • Buses were diverted as the violence spread to Bromley High Street
  • There were reports of looting of phone shops in Woolwich High Street, in south London, and a torched police car
  • Shops and restaurants were damaged in Ealing, west London, and there was a fire in Haven Green park opposite Ealing Broadway Tube
  • Football matches at Charlton and West Ham which were due to be played on Tuesday have been postponed at the request of the police
  • At Clapham Junction looters stole masks from a fancy dress store to hide their identity

The fresh violence prompted Mr Godwin to call on parents to contact their children and urge the public to clear London's streets.

In the first outbreak of violence on Monday, groups of people began attacking the police in Hackney at about 16:20 BST, throwing rocks and a bin at officers.

Police cars were also smashed by youths armed with wooden poles and metal bars.

Looters also smashed their way into shops, including a JD Sports store, before being dispersed by police.

Planks of wood taken from a lorry were then hurled towards lines of riot officers.

In nearby Lewisham, a number of vehicles and a trail of bins were set on fire.

One resident in Croydon, who gave his name as Adam, said he saw two cars which had been set on fire.

He said: "One older woman was dragged out and they set the car on fire. Then another car around the corner was on fire, then we counted about 12 to 15 shops that had been looted.

"The looting started about three hours ago. I just came back into my apartment and the looting was still going on - not a single policeman."

Ealing resident Christian Potts, 29, was driving through the area when he witnessed the disturbances.

"It looks like a war zone - I have never seen anything like it in all my life," he said.

"There were about 25 to 30 masked youths on Haven Green and they just started tearing into a florist with bricks.

"It's a local family-run business so I can't see why they are doing this."

In Birmingham City Centre looters attacked shops, smashing windows and stealing items.

An eyewitness said windows have been smashed in McDonalds and Jessops near Birmingham Cathedral and a sign has been thrown through a gym window.

'Sheer criminality'

London's mayor Boris Johnson is cutting short his holiday to return to the city.

Home Secretary Theresa May also returned early from holiday, to meet Metropolitan Police (Met) chiefs to discuss their response to the violence.

Mrs May condemned the riots as "sheer criminality" and said those responsible would "face the consequences of their actions".

The trouble follows two nights of violence over the weekend which started after police shot a man dead in Tottenham.

Mrs May said: "The riots in Tottenham on Saturday night and the subsequent disturbances in other parts of London are totally unacceptable."

A peaceful protest in Tottenham on Saturday over the fatal shooting by police of Mark Duggan, 29, was followed by violence which spread into Sunday.

A candlelit vigil was due to be held at The High Cross in Tottenham on Monday evening.

Met Deputy Assistant Commissioner Stephen Kavanagh said there were "significant resources" on the streets, with a third more officers on duty than on Sunday.

He said: "When we have large numbers of criminals intent on that type of violence, we can only do that, get lots of officers there quickly and try to protect local businesses and local people."

But eyewitnesses reported as trouble spread across the city, there were often few police officers around when violence flared.

"They weren't making any effort to go into the crowd. Every now and again they would rush the crowd and the crowd would run.

"But there seems to be a lot of anger in Tottenham tonight... as I left they were starting to attack the police station.

"Obviously they've got the toughened glass so the missiles weren't going through."

The Independent Police Complaints Commission is investigating the shooting of Mr Duggan.

A police officer was also injured in the incident, which happened when police stopped a minicab containing Mr Duggan.

It is thought the officer, who was taken to hospital and later discharged, was shot first but this is not known for certain, an IPCC spokesman said.

The Met said a handgun was found at the scene and a bullet was later found embedded in a police radio.

IPCC Commissioner Rachel Cerfontyne said: "I understand the distress that the shooting of Mark Duggan has caused to his family and in the community and that people need answers about what happened to him."

She said the IPCC was in close contact with Mr Duggan's family, adding: "I have tonight spoken to community representatives and hope to meet with them and others as early as possible."

Ms Cerfontyne said they were still gathering evidence and expected to release further details "as soon as we can".

A spokesman for Mayor of London Boris Johnson said: "Violence and destruction of property will do nothing to facilitate [the IPCC] investigation and we urge those involved to respect the rule of law."

Was just reading about the London riot in 1985. They tried to behead a policeman by the name of Police Constable Keith Blakelock

The officers were also forced back by rioters. As they retreated, Blakelock tripped and fell. Immediately he was surrounded by balaclava-wearing rioters armed with sticks, knives and machetes who inflicted fatal injuries upon Blakelock. He suffered forty-two wounds and his head was slashed eight times with a machete.
As Terry Lloyd reported for ITN news a few days later:
...his attackers were trying to decapitate him. Witnesses say that having wrenched his riot helmet from him, his attackers then repeatedly stabbed him in the body, and continuously hacked away at his neck. PC Blakelock lost several fingers as he tried to defend himself before the attackers fled, as more police, firemen, and ambulance men moved in to try and save him. Tonight Scotland Yard confirmed that the injuries were so grievous that it did appear the men were trying to behead the officer.

I know someone who was there last night. It started as a peaceful protest until a 16 year old girl started mouthing off, poolice responded by battering her with their batons. So understandably, people were pissed off.

Yeah currently watching on Sky news. Croydon is on fire. Its fucked.
And because of the PC brigade, the police can't do much. Personally I'd be using rubber bullets, tear gas, water cannons and stuff.
