For example, with cat, if fully awake it would have known how 'hard' to jump to get off the table and land gracefully on the floor. Sedated, I suspect it had the ability to operate its legs, but not regulate how strongly to push, so it just went all out and LAUNCHED itself.

So I would be worried that a sedated horse might accidentally kick my entire leg off and possibly seriously injure itself as well in the process.

You're right, they still have the ability to kick the shit out of you, even when they're heavily sedated. The horse in the video is pretty much restrained in the stocks though and probably can't get momentum to really kick out. I still wouldn't stand directly behind though.
