Just my questioning nature, but there are tons of turtles there and he looks like he's about to grab one. How do we know he was helping the turtle and if he was, why that particular one?!

I live in florida and yes it is indeed highly illegal to touch baby sea turtles. You can be fined a ridiculous ammount of money and possibly jailed for messing with them. The shut whole construction projects down and all traffic on parts of the beach where turtles are breeding.
