I refuse to believe that this sort of abuse is the result of "inadequate parenting support services" for ignorant parents. That might explain shaken babies and the occasional bruise or broken bone. But raping a baby anally and vaginally, biting her...that's beyond the scope of simple human frustration. That's psychotic.
