It is a good idea in some ways because water does refract the light. So perhaps it does gather more light and channel it down in a cheaper way. An empty bottle might not channel as much light. I am wondering why not just replace some of that hot tin with a sheet of corrogated fiberglass. With no windows those places must be stifling hot.
