It was the county fire school burn building for a number of years. Building 17 was burn building. They would set fires through out the building for practice.

I thought that too but seems like it lacked safety for its patients since the beginning inside the house.

I can imagine someone with mental problems walking around from room to room not knowing where the hell he is and adds paranoia, stress and fear.
