You had three things going on in the 60's and 70's:

1. A feeling of an increasingly relaxed sexual atmosphere; the so-called "Sexual Revolution"
2. Increased automobile mobility of Americans, and
3. Very limited forensic capabilities; no DNA analysis, no centralized computer databases (for fingerprints, etc.), and police
constituencies who did not share their detective work with each other.
